To solve this, first find the distance from the center of dilation and point L.

The x-distance is 1 + 3 = 4
The y-distance is 5 - 2 = 3

Then multiply the distances by 3:

4 * 3 = 12
3 * 3 = 9

Now just do:

(1 + 12, 2 + 9)
(13, 11)
