Scientists have always been trying to reach absolute 0, or 0 Kelvin, buta halt in particle movement is impossible- there will always be some energy. The coldest temperature ever recorded was during the times of Soviet Russia, and it was −89.2 °C (−128.6 °F). Hopefully this helps!
