What role did foreclosure play in the government passing relief act in 1930?

The relief act in 1930 was intially create to help farmers from foreclosure
Back then, many farmers were losing their assets due to flood, harsh wheather and failing agricultural period. The foreclosure lower the mortgage interest and help the farmers to held onto their assets in order to survive the next economic period.
