All atoms have moving electric charges. why then, aren't all materials magnetic?

A charge will not experience a force in a magnetic field if it is not moving or if it is moving parallel to the magnetic field. Why aren't all materials magnetic? Most atoms have electrons placed symmetrically so their magnetic fields cancel out.
