According to the Declaration of Independence, open rebellion against a government is justified when that government violates the natural rights of its citizens and fails to protect their life, liberty, and pursuit of happiness. The Declaration asserts that when a government becomes destructive of these ends, it is the right of the people to alter or abolish it and to institute a new government that will better secure their rights and their safety.
