2x + 3y = 4
3y = -2x + 4
 y = -2/3x + 4/3
so slope = -2/3
parallel lines have same slope = -2/3
passing thru (6,-2)
y = mx + b
-2 = -2/3(6) + b
-2 = -4 + b
b = 2

y = -2/3x + 2
