parallel lines have same same slope with different c values. comparing the given equation to y=mx+c. m=3 and c=-2. for the parallel line the c is different. 

now apply the values of (0,4) in the equation y=3x+c and solving for C gives
the REQUIRED LINE EQUATION as y=3x+4
