He bought 18 roses.

Subtract the delivery charge from the total cost, $61.60 - $8.50 = $53.10
This means just the cost of the roses without delivery was $53.10
Divide the total, $53.10 and divide it by the cost of each rose $2.95
$53.10/$2.95 = 18
