The TVA didn't provide education to local farmers (3rd option).
The TVA focused on building dams, helping in flood control, providing jobs & constructing roads & dams. While the TVA did teach farmers about better farming & irrigation method, benefits of dams and etc, they didn't provide basic education to the local farmers.
