Step-by-step explanation:

perpendicular to the line y = − 1/3x + 3

=> the slope = -1 ÷ -⅓ = 3

through (-2, 3),

so, the Equation :

y - 3 = 3(x+2)

y -3 = 3x +6

y = 3x+6+3

y = 3x +9
