-x + 3y = 12

3y = x + 12

y = x/3 + 12/3

y = x/3 + 4           slope, m = 1/3

Through (-1, 3) m = 1/3

y - 3 =  (1/3) ( x - -1)          Point slope form

y - 3 = (1/3)(x + 1)

3y - 9 = x + 1

3y - x = 1 + 9

3y - x = 10
