What is the best verb for this sentence? Slowly, samantha (walked, tiptoed) across the carpet.

Walked would be the best verb because of two reasons.

1. It flows better in the sentence

2. It fits. If the sentence had something before or after it indicating that Samantha had to be stealthy (or something like that) then tiptoed would be better but it doesn't so it isn't.
