In order to find a percent of a certain number, you just have to multiply the percentage times the number you are finding the percentage of.
To do this, we must first convert the percentage into a decimal. We can do this by either dividing the percentage by 100, or (my personal shortcut) just shifting the decimal point over 2 places to the left.

16% = 0.16

Now, we multiply

0.16 * 150 = 24

16% of 150 is 24.
