The answer is (-63, 0)

To get this answer, you multiply each coordinate by the scale factor 9. So you'll have -7*9 = -63 and 0*9 = 0.

When the center of dilation is (0, 0), you can simply multiply every coordinate value by the dilation factor.

L' = 9×L = (9×(-7), 9×0)

L' = (-63, 0)
